During a survey of Jingzhou's major projects and development and reform work on November 25, Wu Jin, Secretary of the CPC Jingzhou Municipal Committee, emphasized efforts to earnestly study and implement the spirit of the 6th Plenary Session of the 19th CPC Central Committee, establish the distinct orientation of "measuring performance by projects", focus on "five major tasks", consolidate the foundation and accumulate energy for building Jingzhou into a regional center city.

"How is the project going?", "What difficulties and problems are pressing for solution?" Wu visited the construction sites of Jingmen-Jingzhou Railway and North Square of Jingzhou Railway Station, to inquire about project planning, peripheral facilities, construction progress, safety and environmental protection.

At a subsequent meeting, Wu spoke highly of Jingzhou's achievements in development and reforms in recent years. He noted that investment is the key to local economic and social development. We should focus on effective investment, and endeavor to build Jingzhou into a capital depression and an industrial highland. We should plan for the future, formulate the "fourteenth five-year" plan for industrial development and implement planned projects. We should strengthen contacts and communication with relevant central and provincial departments to keep up to date with new project policies, take multiple measures to seek financing and attract investment, and convert policy opportunities into development impetus.

Wu stressed that we should give top priority to projects, improve the mechanism of project plan generation and the mechanism of leader responsibility and coordination, create a closed loop of project planning, acquisition and advancement, study the classified management of projects, optimize project demonstration, and strengthen assessment and reward & punishment, so as to achieve substantial results as soon as possible.

Wu required that we should advance the business environment reform, adhere to problem, effect and goal orientation, continue to deepen the reform of "streamlining administration, delegating powers and improving services", step up innovation, advance process reengineering and improve service quality. We should establish a mechanism of study, assignment, handling, supervision and settlement, and tighten accountability. We should improve professional competence, maintain high working spirit, and strive for favorable policies, funds and projects.
