At the beginning of this year, 7 enterprises in Jingzhou were selected as national or provincial specialized, refined, distinctive and innovative giant enterprises. Hubei Reborn Biotech Co., Ltd. is among them. Specialized, refined, distinctive and innovative small & medium-sized enterprises have become a new fulcrum for enhancing Jingzhou's local innovation competitiveness. There are currently 3 national individual champion enterprises, 11 national specialized, refined, distinctive and innovative giant enterprises, 15 provincial specialized, refined, distinctive and innovative giant enterprises, 18 provincial hidden champion demonstration enterprises and 26 sci-tech giant enterprises in Jingzhou. High-tech enterprises have become an important driver for the transformation and upgrading of Jingzhou's industrial economy.
As Hubei's only national industry accommodation demonstration zone, Jingzhou has kept polishing the "golden brand", precisely strengthened and extended industry chains, formed six leading industries: intelligent home appliance and equipment manufacturing, energy and pharmaceuticals & chemicals, papermaking & packaging and new building materials, food processing, textile & apparel and electronic information, created 11 provincial key industry clusters, and established 3 national foreign trade transformation and upgrading bases, laying the groundwork for the development of processing trade while consolidating the industrial foundation. Jingzhou registered processing trade exports of 4.575 billion yuan in the "thirteenth five-year" period, with an average annual growth rate of 38 percent. Jingzhou's processing trade has entered a fast development period. Jingzhou won another national title: one of the first national processing trade industry parks in September 2021, which injected strong vitality for accelerating the transformation of the mode of economic development and promoting the high-quality development of Jingzhou.
If industry is the "cornerstone" for local economic development, business environment is the "soil" for the survival and development of enterprises. In 2019, Jingzhou first launched the "5210" mechanism for business environment improvement (5 items, 2 procedures, completion in 1 day and 0 charge for enterprise registration) in Hubei. In 2021, Jingzhou set another precedent in the provincial government service reform by including public service items such as water, electricity, gas and network into the scope of enterprise registration. By adding service items and reducing charge items, Jingzhou has kept optimizing the business environment, boosted the vitality of market subjects and enhanced the satisfaction of individuals and enterprises.
Since the beginning of the "thirteenth five-year" period, Jingzhou has been ranked first 16 times in the province's 19 assessments of "service access via one single website". In the meantime, Jingzhou has steadily advanced the supply-side structural reform, fully completed the Party and government institution reform and the sub-district administration system reform, and sped up the reforms of the integrated law enforcement system, the household registration system and other systems.
