At the Municipal Work Conference on Industry Chain Chief System on the morning of November 29, Wu Jin, Secretary of the CPC Jingzhou Municipal Committee, emphasized that we should comprehensively improve the modernization level of Jingzhou's industry chains with focus on industry chain investment promotion and industry cluster cultivation. 

Wu noted that we should enhance the leading nature, safety and coordination of Jingzhou's industry chains, persist in the clustered, intelligent, green, service-oriented and low-carbon development of industry chains, and accelerate the integrated development of "five chains" (innovation chain, value ecology, ecology chain, policy chain, talent chain), so as to vigorously improve the modernization level of Jingzhou's industry chains.

Wu stressed that we should find out the current situation of Jingzhou's leading industrial enterprises, industrial structure and development potential, and study out the technical structures, application fields, layout, development roadmap and investment promotion targets of Jingzhou's industry chains; we should set specific goals, get in alignment with the "51020" modern industrial system, make clear the main development direction of Jingzhou's industry chains, and foster Jingzhou's superior industry clusters; we should develop the industry chain chief system based on projects, lists and responsibilities, better integrate effective markets with capable governments, and build industry chains vertically and industry clusters horizontally, so as to achieve substantial results in industry chain development.

Wu required that we should step up industry chain investment promotion, leverage the roles of market players, and further improve the accuracy and effectiveness of project introduction via leading enterprises and industrial associations; we should intensify the specialization construction of investment promotion teams and enhance the atmosphere of investment promotion; we should ensure the fulfillment of responsibilities, improve mechanisms, transfer the pressure of industry chain investment promotion, make institutional innovation vigorously, and speed up efforts to elevate Jingzhou's industry chains to new levels.

At the conference, industry chain chiefs and responsible entities reported work progress, existing problems and next-step work measures.
