On December 2, Zhou Zhihong, Deputy Secretary of the CPC Jingzhou Municipal Committee, Mayor and Secretary of the Party Leadership Group of the Jingzhou Municipal People's Government, chaired the 110th Executive Meeting of the 5th Jingzhou Municipal People's Government & Enlarged Meeting of the Party Leadership Group of the Jingzhou Municipal People's Government, to convey the spirit of the 6th Plenary Session of the 19th CPC Central Committee and the 10th Plenary Session of the 11th CPC Hubei Provincial Committee, listen to the municipal work report on food and drug safety in 2021, deliberate on the development plan of the sci-tech innovation corridor (university town), study and arrange related work.

The meeting noted that studying, publicizing and implementing the spirit of the 6th Plenary Session of the 19th CPC Central Committee and the 10th Plenary Session of the 11th CPC Hubei Provincial Committee is an important political task at present and for a period to come. The government should draw rich nutrients from the Party's significant achievements over the century and historical experience. We should enhance the sense of responsibility, mission and urgency, continue to work hard for a complete success throughout the year, and endeavor to achieve a good start at the beginning of the next year, so as to meet the 20th CPC National Congress with outstanding results.

The meeting noted that food and drug regulation is a matter of paramount importance concerning the people's health and life safety. Localities and local departments should enhance their political stance, place food and drug safety high on agenda as a major political task, ensure Jingzhou's steady progress and secure its lead in the food and drug safety work in Hubei. We should strengthen the informatization construction of market regulation, keep improving food and drug standards, the information traceability system and other systems, and improve the capacity for the lifecycle regulation of food and drugs. We should further strengthen regular epidemic control and the safe supply of food and drugs this winter and next spring, to defend the bottom line of food and drug safety.

The meeting stressed that planning and constructing Jingzhou's sci-tech innovation corridor (university town) is a strategic move to improve city levels and build a regional center city. We should focus on university town construction. The Jingzhou Development and Reform Commission, the Jingzhou Education Bureau, the Jingzhou Muicipal Housing and Urban-Rural Development Bureau and other functional departments should strive for more provincial policies, projects and funds for university town construction. We should focus on key work, go all out to accelerate the transformation of the College of Arts and Sciences, Yangtze University, to ensure acceptance by the Ministry of Education in late 2022. We should take diversified measures to raise capital, and leverage the strengths of central enterprises, state capital, private capital and other market players to provide adequate capital for the accelerated construction of the university town. We should submit the university town plan to the standing committee of the municipal people's congress for deliberation as early as possible, form a statutory plan, maintain the authoritativeness of the plan and stick to a single blueprint until the end.
