"It took only eight working days to get 'four certificates', 'Jingzhou Speed' is really fast." Four enterprises, including Hubei Huisheng Packaging Co., Ltd., received certificates and started project construction on December 22 after acquiring the right to use land. This is the first time that Jingzhou has issued "four certificates" for industrial projects concurrently, creating a new record for the fastest industrial project examination and approval.

The "four certificates" issued concurrently are Construction Land Planning Permit, Construction Project Design Approval, Construction Project Planning Permit and Real Estate Ownership Certificate. It previously took an enterprise about two months to obtain these certificates.

To implement the spirit of the 6th Jingzhou Municipal Party Congress, the Jingzhou Municipal Bureau of Natural Resources and Planning, the Jingzhou Real Estate Registration and Trading Center, the Natural Resources and Planning Bureau of Jingzhou Economic & Technological Development Zone, and other departments have teamed up to reform the industrial project examination and approval system by optimizing procedures such as planning, land supply, surveying & mapping and registration. Now enterprises can apply for real estate registration while signing land transfer contracts, and obtain "four certificates" concurrently after paying up for land and relevant taxes, acquiring the right to use land and meeting registration requirements.
