On the morning of January 6, the 1st Session of the 6th Jingzhou Municipal People's Congress opened at the Jingzhou Conference Center.
Executive chairmen of the presidium, including Wu Jin, Zhou Zhihong, Duan Changlin, Yan Jigang, Li Shuibin, Deng Yingjun, Luo Zhongping, Huang Xianglong, Zhou Hanzhong, Yao Xifa, Liu Yong and Wang Gang were seated in the front row of the rostrum. Wu chaired the opening conference.
485 of 496 deputies were present, constituting a quorum.
Zhou Zhihong, Mayor of the Jingzhou Municipal People's Government, delivered the government work report amid warm applause. The report has three parts: a review of the work in 2021 and over the past five years, the development goal for the coming five years and the key work in 2022.
The past year saw Jingzhou enhance its strategic role, work towards its goals more specifically and achieve greater results in development, Zhou said. Over the year, we have upheld Xi Jinping's thought on socialism with Chinese characteristics for a new era, broken rigid mindsets to seek breakthroughs in development under the strong leadership of the CPC Hubei Provincial Committee, the Hubei Provincial People's Government and the CPC Jingzhou Municipal Committee, and gone all out to consolidate the outcomes of COVID-19 prevention and control, as well as economic and social development. We have achieved economic recovery steadily, reshaped the industrial system to promote industrial development, pooled strengths to advance reforms and innovations, improved city levels through coordinated development, made joint efforts and shared benefits to continuously improve the people's wellbeing, and kept strengthening government construction while breaking rigid mindsets, thus fulfilling the targets and tasks set at the 6th Session of the 5th Jingzhou Municipal People's Congress, and achieving a good start in the "fourteenth five-year" period.
The government has worked hard to finish the work in 2021, Zhou said. Over the past five years, Jingzhou has kept enhancing its comprehensive strength, accumulating development impetus, displaying its potential and advantages, improving its urban outlook and stepping up efforts to safeguard the people's livelihood.
Zhou noted that the year of 2022 would see the holding of the 20th CPC National Congress, as well as the acceleration in post-COVID recovery and high-quality development. Jingzhou's GDP, added value of industrial enterprises above the designated size, fixed assets investment, total retail sales of consumer goods, and local general public budgetary revenues and expenditures in 2022 are expected to grow by 9 percent, 10 percent, 15 percent, 10 percent and 9 percent respectively; the income of urban and rural residents will grow in pace with the economy; the surveyed urban unemployment rate will be kept within 5.5 percent; energy consumption intensity will be reduced to meet the provincial target.
Referring to the work focuses in 2022, Zhou noted that we should persistently and vigorously develop advanced manufacturing, expand industrial clusters, advance industrial transformation and upgrading, and foster featured and advantageous industries; we should persistently accelerate new urbanization, enhance the leading role of central urban areas, improve county quality and build beautiful rural areas; we should persistently advance agricultural industrialization and modernization, assume the heavy mission of ensuring food security, accelerate the development of modern agriculture, consolidate and expand the outcomes of poverty alleviation; we should persistently tap and arouse the potential of internal demand, vigorously develop productive service industries, accelerate the development of consumer-oriented service industries, and continue to upgrade cultural tourism; we should persistently advance the reform and opening-up, go all out for investment promotion, revolutionize the business environment and deepen reforms in key fields; we should persistently make up deficiencies in innovation-driven development, step up innovation platform building, arouse the innovation vitality of talents and accelerate the transformation of sci-tech achievements; we should persistently coordinate the development of different areas, accelerate the construction of major traffic infrastructure, promote the accelerated rise of counties and integrate ourselves into regional development; we should persistently improve the ecological environment, prevent and control pollution precisely, carry on with ecological restoration and accelerate green development; and we should persistently improve the living quality of urban and rural residents, perfect the social security system, promote the prosperity of social undertakings and improve the level of social governance.
Referring to strengthening the self-improvement of the government, Zhou said the new government should go steadily on the new journey of regional center city building, leverage historical initiative, know and assume responsibilities, forge ahead against all odds, take a clear-cut political stand, improve working efficiency, optimize the environment through law-based administration, improve conduct and enforce discipline to promote integrity, go all out to create a clean and upright political environment, and endeavor to accelerate regional center city building.
Present were deputies to the 13th National People's Congress, deputies to the 13th Hubei Provincial People's Congress and members of the CPPCC Hubei Provincial Committee, all the members that attended the 1st Session of the 6th CPPCC Jingzhou Municipal Committee, heads of provincial and municipal government offices, organizations and other relevant sides, as well as citizen delegates.
