Situated in Jianghan Plain, superior in agricultural resources, Jingzhou is known as a land of honey and milk, as well as a world granary. In recent years, the Jingzhou Municipal Bureau of Agriculture (JMBA) and Rural Affairs has attached great importance to talent introduction and cultivation, created conditions and built platforms to attract and retain highly-educated talents, thereby providing intellectual and talent support for the development of Jianghan Plain Rural Rejuvenation Demonstration Area.

In 2017, Hu Yang, a master from the Chinese Academy of Agricultural Sciences and Wu Yunzi, a master from the College of Agriculture, Yangtze University were enrolled by the Jingzhou Academy of Agricultural Sciences (JAAS) under Jingzhou's "master and doctor introduction" program. After years of development, now Hu aged 30 is an agronomist at the Institute of Horticulture, JAAS, and Wu aged 31 is an agronomist at the Institute of Cotton, JAAS. Over the years, they have participated in a number of key provincial and national projects, published several papers on core agricultural journals and obtained a few patents for invention. These outstanding results have laid a solid foundation for their future career development.

JMBA has intensified talent introduction and cultivation in recent years. Since 2016, Jingzhou's agricultural system has enrolled a total of 5 masters and doctors under the Jingzhou's "master and doctor introduction" program, and assigned them to important posts.
