Everything begins from spring and annual growth depends on a good start in the first quarter. The commencement ceremony of Hubei's major projects in the first quarter of 2022, setting off a new fever of major project construction across the province. A total of 246 projects in Jingzhou commenced with a total investment of 118.9 billion yuan, laying a solid foundation for the steady economic growth of Jingzhou throughout the year.

The new materials project of Xianhe Paper commenced at Shishou Xianhe Industrial Park, the main venue for the ceremony, with a total investment of 10 billion yuan. Xianhe Corp. is a leading high-performance paper (special paper) producer in China. Shishou has maintained close ties with Xianhe since November 2020 and an investment agreement was signed between the two sides on March 23, 2021. It took only 10 months from the signing of an investment agreement to the commencement of the project. With an annual output of 2.5 million tons of high-performance new paper-based materials and an annual output value of 11 billion yuan, the project is expected to general annual fiscal revenues of 1.2 billion yuan, creating 4,000 jobs directly and some 12,000 jobs indirectly.

The Xianhe project is the largest industrial project Shishou has brought in since its founding, as well as a major "good start" project of Jingzhou in the first quarter. A total of 166 projects with an investment of over 100 million yuan each in Jingzhou commenced with a total investment of 115.5 billion yuan, showing a large investment scale, high project quality and strong industrial relevancy. These newly-commenced projects cover fields such as industrial transformation and upgrading, new energy & new materials, infrastructure, culture & tourism and social undertakings.

To achieve the goal of "securing a steady start, stabilizing economic growth amid recovery and achieving new successes", counties, cities and districts in Jingzhou have shown the vigor and power of competing and overtaking, maintain the spirit of sprinting from the beginning, and make due contributions to opening up a new prospect for building a provincial regional center city in central Hubei.
