Municipal Sci-tech Work Meeting proposes efforts to accelerate development of "four Libraries" and "three platforms"

The recent Municipal Sci-tech Work Meeting of Jingzhou proposed that municipal sci-tech departments should focus on developing "four libraries" and "three platforms" in 2022, to boost Jingzhou's efforts in achieving a GDP of over 300 billion yuan and building a provincial regional center city in central Hubei.

The "four libraries" refer to the library of high-tech enterprises for incubation, the library of leading high-tech enterprises, the library of small & medium-sized enterprises and the library of sci-tech innovation platforms for incubation. The "three platforms" refer to the sci-tech innovation center, the rural rejuvenation sci-tech innovation demonstration base and the public information service platform for sci-tech innovation.

The meeting proposed that Jingzhou should further step up the development of "four libraries" and "three platforms", and go all out to develop innovative cities, counties and districts, to ensure that the government investment in sci-tech R&D and the social investment in R&D increase by over 10% and over 14% respectively; 1,000 small & medium-sized sci-tech enterprises are included into the evaluation system, over 70 new high-tech enterprises are established and the added value of high-tech industries reach 39 billion yuan, up 15%; 10 new innovation platforms at the provincial level or above are created, and the total transaction volume of registered technical contracts exceeds 8 billion yuan.

Jingzhou had a total of 940 small & medium-sized sci-tech enterprises included into the national library in 2021, fulfilling 204.3% of the annual target. 203 high-tech enterprises applied for the status of national high-tech enterprise, and 90 obtained the status to increase Jingzhou's total to 405. The annual added value of high-tech industries was 39.38 billion yuan, accounting for 14.5% of Jingzhou's GDP. The total transaction volume of registered technical contracts was 9.26 billion yuan, up 46.8% from 2020.
