On February 27, the CPC Jingzhou Municipal Committee and the Jingzhou Municipal People's Government held the Work Meeting on Planning and Development of Key Functional Areas in Downtown Jingzhou.

Wu noted that we should put people and industries first with water as verve, green as basis and culture as soul in urban development, conduct high-level planning, high-quality development and high-efficiency management, further expand the city, and improve urban functions and city levels, so as to keep urban areas ahead in all aspects.

With the planning and development of key functional areas as the primary task, we should strengthen plan guidance, demand orientation, the follow-up of industries, project support, factor guarantee and innovation investment, coordinate production, life and ecology, and persistently develop the platform economy, the headquarters economy and the building economy, so as to inject new vitality into the city, Wu said.

Through land planning, based on the facts, law and direction of urban development, we should accelerate the integrated development of industries and the city; should conduct demonstration and planning in depth, and systematically advance the planning and development of key functional areas in the downtown; should achieve breakthroughs in thinking, follow national policies, emphasize industrial investment, and address problems of urban construction by market means; should firmly establish the philosophy of "the people's city serving the people", properly deal with the relationship between old urban areas and new ones and the relationship between existing resources and incremental ones, and meet the people's burning needs, thereby giving play to the leading role of urban areas, said Zhou Zhihong, Deputy Secretary of the CPC Jingzhou Municipal Committee and the Jingzhou Municipal People's Government.

Prior to the meeting, led by Wu and Zhou, heads of departments directly under the municipal government and committee, as well as heads of functional areas conducted a field survey on the planning and development of four functional areas: Ancient City Sample, New City Lounge, Baishuitan and Zhanghuatai · Taishiyuan.
