On March 24, 2022, the Jingzhou Municipal People's Government held a press conference, to interpret the "20 measures" for implementing "Gathering of Talents in Jingzhou" Project to help college graduates with employment and entrepreneurship.
Jingzhou has released 5 measures to attract talents:
Distributing housing rent and living allowances for employment and entrepreneurship
As of January 1, 2022, Jingzhou will grant housing rent and living allowances to each college graduate within 5 years that has got employed in Jingzhou for the first time, signed a labor contract effective for more than a year and paid social insurance for more than a year in accordance with relevant regulations, or any college graduate that has registered a startup enterprise in Jingzhou for the first time and serves as the legal representative, held the business license for a year and paid social insurance for more than a year in accordance with relevant regulations;
Distributing entrepreneurship subsidies
Jingzhou will grant a lump-sum entrepreneurship subsidy of 5,000 yuan to each college graduate within 5 years that has started a micro & small enterprise, an individual business, a private non-enterprise entity or a professional farmer cooperative in Jingzhou for the first time, operated it for more than 6 months and created 2 jobs or more.
Granting rewards and subsidies to municipal college student business incubation demonstration bases
Jingzhou will organize a selection of municipal college student business incubation demonstration bases, and grant a reward and subsidy of 200,000-400,000 yuan to each selected base;
Granting entrepreneurial support to college students
Jingzhou will grant a fund of 20,000-200,000 yuan to each college undergraduate or graduate within 5 years that has started business independently or been self-employed in Jingzhou for more than 6 months, and passed the review in accordance with relevant regulations;
Granting space rent subsidies to first-time college student entrepreneurs
Jingzhou will grant an annual space, water and electricity subsidy of no more than 5,000 yuan (for a period of no more than 3 years) to each college undergraduate or graduate within 5 years that has started business in a rented space in Jingzhou for the first time and operated it normally for more than 6 months.
Besides, Jingzhou has released 7 measures to draw talents: creating more good jobs; lowering thresholds for college student innovation and entrepreneurship; opening green channels for college student business registration; opening "one-stop" service windows for graduate employment and entrepreneurship; deepening the innovation and entrepreneurship education reform; providing entrepreneurial risk rescue to college students; and intensifying employment right and interest safeguard.
