Recently the reporter learned from the municipal reform work meeting titled "Doing Things with High Efficiency" that this year Jingzhou will focus on the high-frequency items and key links in the whole life cycle of enterprises and individuals, and implement the principle "have-one-thing-done-through-one-step" for 35 thematic items so as to improve the sense of acquisition and experience among enterprises and the masses.

The 35 items focus on the actual needs of enterprises and the masses, including project land permit, planning permit, construction permit, joint acceptance upon completion, enterprise recruitment, employment of college graduates (including flexible employment), and enrollment of new students in compulsory education (primary school stage).

"Take handling the construction permit for low-risk small social investment projects for example as the business has attracted much attention from enterprises. We will handle three matters at the same time, i.e., the review of the construction drawing design documents (joint review), the issuance of construction permits, and the quality and safety supervision procedures, in conjunction with the Jingzhou Municipal Housing and Urban Construction Bureau. Only 7 copies of materials need to be submitted and the business can be handled within 2 working days." According to a person in charge at the Jingzhou Municipal Government Service and Big Data Management Bureau, in the past, one had to go back and forth several times and prepare 28 materials to handle this business.
