Jingzhou issues a package of policies and measures to stabilize economy and promote employment

I. Implement the social security premium deferred payment policy in a wider scope

All micro, small and medium-sized enterprises and individual industrial and commercial entities suffering losses for more than one month in 2022 can apply for deferred payment of the three social security premiums (the part paid by the unit). The deferral period will be extended till the end of 2022, and no late payment fee will be charged for the deferral period.

On the basis of the implementation of three phased social security payment policies for five extremely needy industries, namely, catering, retail, tourism, civil aviation, highway, waterway and railway transportation, the scope of implementation will be further expanded to the needy enterprises belonging to 17 needy industries that comply with state regulations (agricultural and sideline food processing industry; textile industry; textile and apparel industry; paper and paper products industry; printing and recording media reproduction industry; pharmaceutical manufacturing industry; chemical fiber manufacturing industry; rubber and plastic products industry; general equipment manufacturing industry; automobile manufacturing industry; manufacturing of railway, shipping, aerospace and other transportation equipment; instrument manufacturing industry; social work; radio, television, film and sound recording industry; culture and art industry; sports; entertainment industry).

If an enterprise belonging to the industry enjoying deferred payment suffers a loss for more than one month in 2022, it may apply for deferred payment of the three social security premiums (the part paid by the unit), of which the deferral period of pension insurance premiums will be extended till the end of 2022, and the deferral period of work-related injury and unemployment insurance premiums will not exceed one year; the deferral period of the pension insurance premiums of the original five extremely needy industries will be extended till the end of 2022; no late payment fee will be charged for the deferral period.

II. Increase support for stabilizing employment

(I) Continue to promote the "enjoy-without-application" distribution model and further increase the payback proportion of unemployment insurance to stabilize employment. The payback proportion of large enterprises will be increased from 30% to 50%, and for the cases in which 30% has been paid back, the rest 20% will be supplemented. Catering, retail, tourism, civil aviation, highway, waterway and railway transportation enterprises and micro, small and medium-sized enterprises will enjoy a payback proportion of 90%. For the human resources service enterprises (including labor dispatch and outsourcing personnel) that meet the conditions, they should reach a consensus and form an agreement with the employing units of labor dispatch and outsourcing personnel on the fund distribution model, and the signed agreement shall be submitted to the human and social departments for filing.

(II) Broaden the scope of benefits of unemployment insurance subsidies for retaining workers. If there are more than one (inclusive) counties (cities, districts) with high-risk epidemic areas, the scope of benefits of subsidies for retaining workers can be expanded from micro, small and medium-sized enterprises to all the insured enterprises that are seriously affected by the epidemic and temporarily unable to operate normally. The areas where the policy is implemented in an overall and coordinated manner should reserve funds for two years.

(III) When recruiting fresh college graduates (including those who have graduated and stayed unemployed for two years, the same below), the enterprise shall sign a labor contract with them and purchase unemployment insurance. In this case, the enterprise shall issue a one-time post expansion subsidy (which shall not be enjoyed along with the one-time employment subsidy policy) according to the standard that each person shall not exceed 1,000 yuan, and the one-time post expansion subsidy shall be provided by the unemployment insurance fund. Fresh college graduates who join micro, small and medium-sized enterprises can also enjoy employment subsidies (1,000 yuan per person). Employment subsidies are provided by local employment subsidy funds.

When recruiting fresh college graduates (including those who have graduated and stayed unemployed for two years), signing labor contracts lasting more than one year and paying social insurance premiums according to relevant regulations, micro, small and medium-sized enterprises and individual industrial and commercial entities and individuals will be respectively be given 1,000 yuan as the one-time employment subsidies (which shall not be enjoyed along with the one-time post expansion subsidy). The one-time employment subsidies shall be provided by local employment subsidy funds.

The above policies shall be implemented during the period from January 1, 2022 to December 31, 2022.

III. Improve the policies in support of employment and entrepreneurship of agricultural transfer population and rural labor force

(I) Vigorously implement the project of "Welcoming back to build a better hometown" to encourage more talents to return to the hometown to find jobs and start business, and provide entrepreneurial training "Malanhua Program", entrepreneurial subsidies, water and electricity subsidies for site renting, interest subsidies for entrepreneurial guarantee loans, tax reduction and exemption, precision public services, land security and other support policies through the establishment of provincial-level entrepreneurial demonstration counties, demonstration parks, demonstration projects and provincial-level demonstration townships. It is expected that 6,000 people will return and start business in 2022, providing 18,000 jobs.

(II) Carry out the "Four-One" cultivation plan of labor service brands. In 2022, each county (city, district) will add at least one labor service brand, build a training base, support a leading enterprise and establish an industry association for each labor service brand. Carry out vocational skills training related to labor service brands, and include them in the training scope of subsidized vocational skills according to regulations. For professional training of labor service brands that have been included in the directory of vocational training needs, the training subsidy standard can be doubled at the highest. For qualified human resources institutions that guide fresh college graduates and poverty-stricken people to provide free employment services in labor service brand enterprises, employment and entrepreneurship service subsidies (not more than 2,000 yuan per person) shall be given according to regulations. In addition, 100,000 yuan will be awarded to a batch of municipal excellent labor service brands and labor service brand leading enterprises.
