In order to implement the policies and measures of the Central government and Hubei Provincial Government to stabilize the economy, Jingzhou has acted promptly and issued the Work List of Implementing the Policies and Measures to Stabilize the Economy in Jingzhou City (hereinafter referred to as the Work List), which listed 135 specific measures aimed at promoting the implementation of the policies of benefiting both enterprises and the people and at helping market entities to tide over difficulties.
In terms of fiscal policy, the Work List clearly states that it is necessary to speed up the new type of cooperation between government and banks and guarantee institutions, realize the full business coverage in the whole city (county, city and district), and strive to increase the new type of government-bank-guarantee institution size by 35% year on year by the end of this year, with the insured balance exceeding RMB 3 billion. On the basis of the holdover of the implementation of the three social security premium policies issued for five poor industries, it is necessary to further expand the scope of implementation to the enterprises in difficulty belonging to the industries in difficulty that comply with state regulations on the holdover of the implementation of policies. It is necessary to further increase the proportion of returning unemployment insurance to stabilize posts, and broaden the scope of benefits of the unemployment insurance stay-at-work subsidies.
Strengthen enterprise services and speed up project construction. It is necessary to increase the cultivation of provincial-level listed reserve "golden seed" enterprises. This year, the number of provincial-level "golden seed" enterprises in the city has reached more than 20. More high-quality small and medium-sized enterprises will be cultivated into specialized and new "little giant" enterprises, and an enterprise cultivation base will be established. This year has seen the emergence of another 60 specialized and new "little giant" enterprises at or above the provincial level.
Establish an industrial reserve project base, and support small and medium-sized enterprises to integrate into the industrial chain to form a consortium for common development. It is necessary to coordinate the construction of integrated protection and restoration projects of landscape, forest, fields, lakes, grass and sand in the Jingjiang section of the Yangtze River and the Honghu Basin, accelerate the upgrading of rural roads, actively prepare and deploy a number of major infrastructure projects and promote them by level and category, so as to include more projects into the national major infrastructure development plan.
Take more measures to promote consumption growth. From June to December this year, policy subsidies are given to consumers for purchasing green and energy-saving household appliances and furniture products. Some key e-commerce enterprises will be incorporated into the list of enterprises that guarantee the supply of daily necessities. For 2.0-liter and below-displacement passenger cars purchased during the period from June 1 to December 31 this year and at a price of (excluding VAT) not more than RMB 300,000, the vehicle purchase tax will be halved.
In addition, specific measures have been formulated around the people's livelihood, food and energy security, industrial chain and supply chain so as to do a good job in policy implementation and go all out to enhance development resilience and stabilize economic growth in combination with local realities.
