On September 6, Wu Jin, secretary of the CPC Jingzhou Municipal Committee, stressed when investigating the development of an open economy that it is necessary to thoroughly implement General Secretary Xi Jinping's important remarks on opening-up, vigorously promote the development of an open economy, and stabilize foreign trade and foreign investment and strengthen momentum with high-level opening-up, thus empowering the construction of a high-quality development demonstration zone in Jianghan Plain.

At Jingzhou Customs, Wu inspected the Service Window and the Customs History Showroom and learned more about the progress of the work on Jingzhou's foreign trade import and export, and the application for building a comprehensive bonded area.

At the seminar that followed, Wu pointed out that it is necessary to promote development through opening-up and create a "new coastal area" for inland opening-up; it is necessary to grasp the changes in domestic and foreign situations, take the initiative to serve and integrate into the new development pattern, unswervingly expand opening-up, further improve the development level of Jingzhou's export-oriented economy, and strive to seize opportunities and gain first-mover advantages in the new round of regional development.

Wu stressed that it is necessary to cultivate and expand market entities and promote the high-quality development of an open economy; it is necessary to revive the stock, seize policy opportunities, strengthen the guarantee of factors, expand diversified markets, provide full-process services and all-round guarantees for enterprises to "go global", and further enhance the competitiveness of foreign trade enterprises in the international market; and it is necessary to focus on the increment, polish up the two "business cards", i.e., the national-level undertaking industrial transfer demonstration zone and the national processing trade industrial park, pay great attention to investment attraction as "No. 1" project and attract more emerging industries and leading enterprises to Jingzhou.

Wu stressed that it is necessary to make up for shortcomings and weaknesses and build large channels, large platforms and major customs clearance systems; it is necessary to make breakthroughs in building open platforms, promote the application for building a comprehensive bonded zone, a national-level cross-border e-commerce comprehensive pilot zone, a bonded logistics center, and strive to expand the opening of ports and the construction of port berths; it is necessary to speed up the construction of open channels and infrastructure, promote the simultaneous construction of the "five ports", i.e., logistics and transportation port, industrial port, trade port, service port and functional port, promote the linkage of "highway, railway, waterway and airway" and "four ports", and build a modern comprehensive transportation system expanding in four directions of south, east, west and north, integrating human flow, logistics, capital flow and information flow, and connecting four networks of railway, highway, waterway and airway, create a magnetic field that undertakes industrial chains, capital flows, and logistics in coastal areas and a hub for raw material processing and low-logistics-cost distribution of products; and it is necessary to actively explore efficient customs clearance modes such as "loading upon arrival", "river-sea combined transport" and "shipside pickup", so as to further improve the facilitation level of customs clearance.

Wu demanded that an open development environment should be created and the level of service capabilities improved; it is necessary to enhance the awareness of opening-up, break the inland thinking, and focus on solving the institutional and mechanism problems that restrict the development of an open economy; it is necessary to optimize the business environment, accurately meet the needs of enterprises, provide high-quality and efficient services, and effectively improve the satisfaction and sense of acquisition of market entities, and it is necessary to vigorously cultivate and introduce open-minded talents, strengthen professional training, and comprehensively improve the ability and level of serving the development of an open economy.

At the seminar, directors of Jingzhou Customs and Jingzhou Municipal Bureau of Commerce introduced the information on the construction of Jingzhou's open economy and special customs supervision sites, the construction of the city's opening-up channels and the development of its export-oriented economy.
