Employment is the biggest issue of people's well-being and the guarantee of development. The report to the 20th CPC National Congress calls for efforts to "implement the employment-first strategy", intensify efforts to implement the employment-first policy, and improve related mechanisms to promote high-quality and full employment. This indicates the direction for Jingzhou to promote the employment work: we need to fully implement the spirit of the 20th CPC National Congress, put the employment-first strategy into practice, and realize higher-quality employment.

Liu Jiali, a fresh graduate this year, is working as an intern at the Jingzhou factory of Hubei Midea Refrigerator Co., Ltd. (Hubei Midea Refrigerator). She studied industrial design at Yangtze University. After passing an interview from Midea, she became a field process trainee technician of foam module at the engineering department.

The factory recruited a total of 22 fresh graduates this year, which are mainly from Hubei and Jingzhou. Food and housing is free of charge for all the interns in the factory, and their salaries are high in the industry.

At the same time, to fast adapt them to their jobs, in addition to the early job training, Midea staffed each intern with a business mentor and a life mentor.

This year, Jingzhou has formulated the Rules for the Implementation of Lump-sum Job Increase Subsidies and Lump-sum Job Creation Subsidies for Fresh Graduate Employers, and so far, it has issued lump-sum job increase subsidies of 1.454 million yuan to 295 enterprises, covering 1,454 unemployed graduates.

Jingzhou is implementing the "Gathering of Talents in Jingzhou" project continuously and in depth, constantly promoting the implementation of entrepreneurship subsidies, site rental subsidies and other support policies for college graduates, and attaching great importance to the construction of start-up platforms.

Jingzhou Hengrun Maker Space has brought together a number of startups, and Hubei Shenglian Network Technology Co., Ltd. (Shenglian) is one of them. As a college student startup, though with ideas and vigor, Shenglian had no start-up capital or office at first.

As a college student start-up, they have no experience or start-up capital, but with the support of the Jingzhou Municipal Bureau of Human Resources and Social Security, they got a capital, and accelerated operation and growth, according to Zeng Zhen, an operator at Shenglian.

After years of development, Shenglian now has 2,098 contracted streamers and about 500 active streamers per day. In 2021, the company reported revenues of 40.69 million yuan and paid taxes of 350,000 yuan.

Since early 2022, Jingzhou has issued lump-sum start-up subsidies of 537,000 yuan to 117 individuals, 4,894 new secured loans of more than 2.4 billion yuan to start-ups, and start-up training subsidies of 4.27 million yuan to 3,670 individuals. From early 2022 to late September 2022, 5,768 individuals returned to Jingzhou for entrepreneurship.
