Jingzhou: "Ten Queries and Ten Aids" promote steady development of industrial economy

On the morning of November 24, a press conference on the "Ten Queries and Ten Aids" operation was held in Jingzhou. The operation has been extensively carried out across the country since the beginning of this year. It has promoted the steady development of the city's industrial economy by thinking in the shoes of enterprises, addressing their needs, and helping them in a wholehearted manner. 

2,345 requests related to difficulties and problems were received from industrial enterprises across the country since the kickoff of the operation, and 2,212 of them have been addressed. From January to October, the growth rates of industrial added value, industrial investment, and industrial investment in technological transformation in the city ranked top three among all cities in the province as a result of the strong support from the "Ten Queries and Ten Aids" operation. The municipal Party committee and municipal government issued the Circular on Effectively Implementing the "Ten Queries and Ten Aids" Operation and Deepening "One Thousand Cadres Working at One Thousand Enterprises". The assistance provided by government officials at the city, county, and town levels is coordinated to cover all enterprises above the designated size.

As introduced by Yang Lei, deputy director of the Municipal Economy and Informatization Bureau, the operation changed from the form of "one cadre - to - many enterprises" with superficial visits to the "one-on-one" resident service. The cadres are required to carry out front-line work and realize the "five ones", namely: one private talk, one session of policy communication, one labor experience, one session of product promotion, and solving one practical problem. They track problems and ensure their solution, and keep both work and emotional ties with enterprises.

On November 8, Jingzhou held the first "Entrepreneur Day". Leaders of the municipal government and representatives of entrepreneurs gathered together to communicate face-to-face. The government and the industry resolved to promote the high-quality development of Jingzhou together. Jingzhou has set up platforms for sharing and cooperation between small and medium-sized enterprises to address problems of information asymmetry and insufficient resource sharing among regions, industries, and enterprises. Besides solving the difficulties in marketing, they also help Midea and other leading enterprises stabilize the supply chain and reduce costs in supporting services. Both suppliers and buyers attain a sense of gain with "win-win" results. Jingzhou ranks 33rd among the Top 100 Destination Cities for Investment in China.

According to Cheng Hong, a level-4 researcher at the Economy and Informatization Bureau, the Municipal Industrial Office has organized relevant authorities to issue 1,523 urban area passes to 497 enterprises in the city. This ensured the smooth transportation of goods and commuting of employees as part of the normalized measures for COVID-19 prevention and control.

Technological transformation is a key field in the "Ten Queries and Ten Aids." In this respect, Jingzhou focused on supporting projects for the renovation of production technology, equipment, and supporting facilities to improve the automation, intelligence, and green operations of industrial enterprises' technical equipment and their ability to ensure workplace safety. This year is the last year for implementing the Measures for the Administration of Special Funds for Technological Transformation of Industrial Enterprises in Jingzhou (Trial). Currently, Jingzhou is revising the measures, and the new measures will be announced next year.

According to Shi Lei, head of the Informatization Promotion Section of the Municipal Economy and Informatization Bureau, the new measures will provide guidance from ten aspects, such as the technological transformation of enterprises, application of industrial Internet, innovation and development, industrial chain development, and cultivation of market players. Compared with the current measures, the new measures will cover wider areas and more categories and provide stronger motivation and guidance. They are expected to further promote the digital empowerment, technological transformation, and manufacturing rejuvenation of Jingzhou's manufacturing industry, and accelerate the development of a modern industrial system centering on advanced manufacturing.
