On the morning of February 27, the commencement ceremony of Jingzhou’s major urban construction project of building an ecological and livable city and new urban hall project was held. In the first quarter, 63 projects in the central urban area will be collectively launched, with a total investment of RMB 21.715 billion.

In the first quarter of 2023, Jingzhou Municipal Urban Development Group plans to start 12 projects with a total investment of RMB 6.863 billion. Jingzhou Municipal Housing and Urban-Rural Development Bureau plans to start 8 projects with a total investment of RMB 3.047 billion. Jingzhou District plans to start 20 projects with a total investment of RMB 1.267 billion. Shashi District plans to start 10 projects with a total investment of RMB 4.369 billion. Jingzhou Economic and Technological Development Zone plans to start 6 projects with a total investment of RMB 5.038 billion. Jinan Cultural Tourism District plans to start 3 projects with a total investment of RMB 747 million. Jingzhou High-tech Zone plans to start 4 projects with a total investment of RMB 384 million.

The new urban hall project is located in one of the ten key functional areas in the central urban district determined by the CPC Jingzhou Municipal Committee and Jingzhou Municipal Government. It extends to Taqiao Road in the east, Jingxiang River in the south, Wude Road in the west, and Fuxing Avenue in the north. The total planning area of the project is about 6,615 mu. It is positioned as the Central Activities Zone (CAZ) in the central urban area of Jingzhou. Oriented by the financial industry, headquarters economy and high-end service industry, financial centers, corporate headquarters, high-end business centers and star hotels will be built here, which will make it a center for an urban future, a regional business district and a benchmark for CBD3.0. On October 22, 2022, Shashi District Urban Construction Investment Company signed a cooperation agreement with Jingzhou Chengfa Xinsheng Company in terms of conducting joint investment, development, construction and operation of the project.

The core area of the new urban hall project is 1020 mu (including 190 mu of financial street), extending to Erenhot-Guangzhou Expressway in the east, Jingsha Avenue in the south, Qinghe Road in the west and Jinxiang Avenue in the north, with an estimated investment of RMB 3.512 billion. It is the driving core of the new living room project, a future-oriented new urban area that adopts industry-city-green development model, and a landmark that represents the cultural confidence of Jingzhou. It will be a business center targeting at high-end consumers, a driving engine that leads industrial innovation, and the model of CBD 3.0 that gathers high-end talents.

Besides, the park ecosystem will be built in the core area to create a comfortable and convenient public environment, and the core area will become a “New Green City and Ecological Urban Hall”. According to the development and construction plan of the project, the core area will be completed in 3 years.
