Jingzhou Plans to Pilot the Opening Up and Sharing of Green Spaces in City Parks

On March 20, there was good news from the consultation on the opening up and sharing of urban green spaces held by the Jingzhou City Management Law Enforcement Committee: Jingzhou planned to open up some green spaces in city parks as pilot shared areas based on local conditions.

Many parks and green spaces have been opened up to the public. But the difference of the concept of sharing proposed at the meeting is that the lawns, the understory, and open spaces in the parks which have been never shared before will be open to the public, allowing for picnics, camping, and kite flying. Moreover, the surrounding monitoring facilities, trash bins, toilets and other supporting services will be improved to allow everyone the chance to get close to nature.

The best resources should be shared among the people. The meeting proposed the following requirements: The first is to specify areas to be opened up and one of the suggested options is to explore the combination of the campaign to demolish the walls of the residential area with the pilot project for the sharing of urban green areas. The second is to specify opening hours as well as possible activities in these spaces such as reading books, flower exhibitions, and parent-child games. The third is to specify supporting facilities of shared spaces, such as supporting signs, monitoring, trash bins, parking spaces, public toilets, and canteen. The fourth is to clarify management measures for shared spaces, and specify measures to maintain the safety of tourists and respond to emergencies, as well as codes of conduct for sharing.

The spring is a wonderful time for people to get close to nature. The meeting required that we should adopt an innovative philosophy. All parks should enable the people-oriented sharing of green spaces based on the philosophy of joint building. We should adopt an innovative concept that natural and non-natural spaces in the park are all green spaces. We should also practice an innovative approach: collaborate with communities and government agencies, or introduce a market-oriented model, and launch charitable activities. Besides, we should innovate in methods: present detailed and innovative plans for management in terms of citizen safety and vegetation management. The meeting also stated the necessity to scientifically formulate a list of sites and a negative list for the sharing of green spaces, maintain existing green spaces, and develop new ones. In terms of guarantee measures, it is necessary to scientifically open up and share green spaces without encroaching on the habitat of wild animals, and ensure effective promotion.
