The press conference on Peaceful Jingzhou Initiative was held on the morning of May 8. In recent years, the political and legal system of Jingzhou has continuously promoted Peaceful Jingzhou Initiative, and fully fulfilled the duties of maintaining national political security, ensuring overall social stability, improving social equity and justice, and safeguarding people's happy life, which has achieved fruitful results. In 2021, Jingzhou was awarded the Model City for Peaceful China Initiative and the Changan Cup for the fourth times. In 2022, it was awarded the Model City for Peaceful Hubei Initiative.
At the press conference, Zhou Xiangyang, Deputy Secretary and Secretary of the Political and Legislative Affairs Committee of the CPC Jingzhou Municipal Committee, said that in recent years, Jingzhou has continued to improve its public security, promoted further crackdowns on gang crimes, optimized law-based business environment, and accelerated modern social governance. Last year, Jingzhou vigorously carried out ten special campaigns to crack down on pension fraud and various serious crimes such as theft, robbery, fraud, pornography, gambling, drug abuse, and criminal cases related to food, medicine, and the environment, achieving the goal of "three increases and three decreases". The clear-up rate for eight types of violent crimes, criminal cases and theft, robbery, and fraud cases in Jingzhou increased by 14.3%, 7.7%, and 13.2% year-on-year, respectively. Meanwhile, the number of murder cases in Jingzhou fell by 15.79% year-on-year, hitting a record low in the past ten years; the number of death cases caused by traffic accidents and death toll in Jingzhou fell by 16.67% and 18.95% year-on-year, achieving a significant decrease; the number of the crimes of picking quarrels and provoking trouble, affray, pickpockets, injuries and other cases decreased by 77%, 69%, 37%, and 25% year-on-year, respectively. In addition, Jingzhou continued to carry out targeted campaigns to the crimes of telecommunications fraud and pension fraud that people highly concerned about, with 2,198 cases solved, directly retrieving economic losses of RMB 112 million for the masses. In 2022, the public sense of security in Jingzhou reached 99.35%, ranking second in the province.
Zhou said that the public sense of security is the "barometer" for social security, the satisfaction with impartial law enforcement is the "weathervane" for carrying out political and legal work, the mediation of conflicts and disputes is the "first line of defense" to resolve risks, and the crackdown on gang crimes is the "Sharp Sword" that protects people's life. Last year, Jingzhou ranked among the top three in the province in terms of four indicators, namely public sense of security, satisfaction with impartial law enforcement, mediation rate of conflicts and disputes, and evaluation of the effectiveness of crackdown on gang crimes, showing a steady growth and improvement on the whole.
The rule of law is the cornerstone of social security and stability, and the most effective tool for protecting the business environment. Jingzhou Intermediate People's Court focused on the most concerned realistic and pressing issues, and strove to create "six environments" that were suitable for investment and business, aiming at safeguarding social security, stabilizing expectations, building up confidence, and promoting economic growth with the power of the rule of law, helping Jingzhou reach a new level of "Double RMB 300 Billion". According to Jia Yasheng, Secretary of the Leading Party Members’ Group and President of Jingzhou Intermediate People's Court, all courts in Jingzhou worked together to push forward the integrated development of rule of law for the city, the government and the society, with a conclusion of 1,060 administrative cases. Jingzhou Intermediate People's Court improved the process for the heads of administrative body to answer the charges in court, with a response rate of 99.8%; and strengthened coordination between the administrative enforcement and judicature by sending 11 judicial suggestions, inviting 2,181 people to attend court trials, and releasing administrative trial white papers and typical cases on a regular basis.
Jingzhou People's Procuratorate gave full play to the comprehensive protecting functions of the "four prosecution system", took the responsibility of watershed management, constantly brightened the "beauty of Jingjiang" by fulfilling prosecutorial duties, and improved people's well-being with "procuratorial responsibility". Yu Shujin, Secretary of the Leading Party Members’ Group and Chief Procurator of Jingzhou People's Procuratorate, said that the Peaceful Jingzhou Initiative and the long period of stability are based on the efforts of all. Next, the procuratorial organization in Jingzhou would actively perform their duties in accordance with the law, endeavor to protect the blue skies, clear waters, and clean lands, boost people's sense of fulfillment, happiness and security, and continue to contribute to the construction of a more peaceful Jingzhou.
In the past year, the public security organs became the main force for the implementation of Peaceful Jingzhou Initiative by setting up the concept of integrated security, insisting on combating prominent crimes and improving public security, further cracking down on serious crimes such as gang crimes, affray, picking quarrels and provoking trouble, as well as illegal firearms possession, drug abuse, fraud, gambling and pornography, aiming at improving the public sense of security, satisfaction with impartial law enforcement, mediation rate of conflicts and disputes, and evaluation of the effectiveness of crackdown on gang crimes. Huang Linqiang, Deputy Secretary of the Party Committee and Deputy Director of Jingzhou Municipal Public Security Bureau, said that the number of solved criminal cases and arrested last year increased by 100% and 125%, compared with the average of the past three years; the number of death cases caused by traffic accidents hit a record low in 10 years; the successes of the "Hundred Day Campaign" and the "Thunder Fire Action" ranked second and third in the province, and the performance evaluation to the key public security work ranked among the top three in the province, achieving high-quality results for the Peaceful Jingzhou Initiative.
According to the deployment of "One Overall Planning and Four Major Functionsc, Jingzhou Municipal Bureau of Justice continuously promoted the construction of Peaceful Jingzhou, the rule of law and a strong team, providing legal guarantees for accelerating the modernization of Jingzhou’s governance system and governance capacity, maintaining national political security, ensuring overall social stability, and promoting social fairness and justice. According to Wen Yulian, Director of Jingzhou Municipal Bureau of Justice, in 2022, a total of 22,369 conflicts and disputes were resolved at all levels, with a resolution rate of 95.65%. The authority strengthened the elimination and resolution of conflicts and disputes in key areas, focused on civil disputes such as marriage, family and neighborhood disputes that were likely to lead to criminal cases, and increased efforts in source prevention, rolling investigation, and diversified resolution.
