On the morning of May 18, the commencement ceremony for major projects of Hubei Province in Q2 of 2023 was held. Wang Menghui, Secretary of the CPC Hubei Provincial Committee and Director of the Standing Committee of Hubei Provincial People’s Congress, announced the commencement at the ceremony. Wang Zhonglin, Deputy Secretary of the CPC Hubei Provincial Committee and Hubei Governor, delivered a speech.
Wang Zhonglin said that it is an important move to consolidate the development advantages and accelerate the construction of pilot areas in Hubei to carry out intensive commencements for the provincial major projects in Q2 of 2023. It is also a key measure to consolidate the overall positive momentum of the economy and strive to achieve “two goals by over 50%". These projects featuring large scale, high structural quality, and strong pioneering property will inject strong momentum into the high-quality development of the entire province. Q2 is a key to the whole year's economic work. Therefore, we should thoroughly implement the spirit of the 20th CPC National Congress and earnestly practice Xi Jinping’s economic thought, continue to strengthen the efforts on large-scale projects to better bring the role of effective investment in economic development into full play. We should improve efficiency, focus on accelerating project construction progress, and seize the golden period of construction to carry out project list management, progress tracking, and project completion supervision, so as to achieve early commencement of signed projects, early completion of ongoing projects, and early fulfillment of production target of completed projects. We should make strategic decisions in a pragmatic and profound way, intensify our efforts in increasing project reserve, and closely follow important work arrangements such as the construction of “three major metropolis circles” and the "three highlands and two bases", so that we can draft plans for and implement a group of significant industries, infrastructure, and livelihood projects in the interest of current and future generations for continuously consolidating the foundation of development. We should also devote ourselves to improving the accuracy of project services, adhere to the principle of “project-centered” services and factor use, and continuously carry out the campaign of helping enterprises "solve problems, stabilize growth and boost development". So, a first-class environment will be effectively created for enterprise development and project implementation, and we will be able to make new and greater contributions to accelerating the construction of a national pilot area in Hubei demonstrating a new development pattern.
Since the beginning of this year, Hubei Province soundly carried out the activity named “High-quality Construction of Major Projects in 2023”, and made great efforts to strictly supervise the completion of major projects and increase investment. There are 16,000 new or ongoing projects. On this occasion, 2,034 projects were commenced simultaneously, with the total investment up to RMB 1.1 trillion, including 15 projects at an investment level of over RMB 10 billion and 28 projects at an investment level of over RMB 5 billion. The total investments of projects in different cities such as Wuhan, Yichang, Shiyan, and Jingzhou all exceed RMB 100 billion yuan. Major industrial projects focusing on optoelectronic information, high-end equipment manufacturing, and life and health account for 68 percent of the total investment, which will significantly boost the reinforcement, supplementation, extension and optimization of our competitive industries.
The main venue of this commencement activity was located at the site of Phase I of Jingzhou Leading Electronic Information Materials and Devices Industrialization Project, and the commencement activities also took place at other municipal and autonomous prefectural sub-venues simultaneously. Provincial leaders Guo Yuanqiang, Dong Weimin, Wang Qiyang and Chen Xinwu attended the activities at the main venue and sub-venues respectively. Cheng Yongwen, Mayor of Wuhan, and principals from Hubei Provincial Development and Reform Commission, Jingzhou, Yichang, and Shiyan made introduction to major projects that are commenced intensively. Zhu Shihui, Chairman of Vital Materials Co., Ltd., briefed Phase I of Jingzhou Leading Electronic Information Materials and Devices Industrialization Project.
It is reported that Phase I of Jingzhou Leading Electronic Information Materials and Devices Industrialization Project registered a total investment of RMB 6.5 billion, the annual sales revenue of the project at full capacity is expected to be RMB 8 billion, and the annual tax payment is expected to be more than RMB 600 million. There are 160 projects with a total investment of RMB 103.3 billion and an annual planned investment of RMB 29.9 billion, which commenced simultaneously as major projects at an investment level of over RMB 100 million in Q2 of 2023. Lear Chemical Green Plant Protection Project, as a project at an investment level of over RMB 10 billion, has a total investment of RMB 11.5 billion, which is expected to achieve annual sales revenue of RMB 20 billion and annual tax payment of over RMB 2 billion at full capacity.
Wu Jin, Secretary of the CPC Jingzhou Municipal Committee, and Zhou Zhihong, Deputy Secretary of the CPC Jingzhou Municipal Committee and Mayor of Jingzhou, attended the commencement activity.
