Jingzhou Actively Promotes Green Transformation of Public Institutions by Energy-saving and Carbon-reducing Efforts

It was learned from the Jingzhou Service Center for Government Offices that Jingzhou took the lead in green transformation of public institutions under the guidance of the “double carbon” strategy, with tremendous efforts to launch energy-saving and carbon-reducing projects, efficiently promote the green transformation of public institutions, and take the "energy trusteeship contracting project" for who-of-the-city public institutions and the "double carbon” demonstration city project ahead.

As pioneers that advocate and implement the green and low-carbon development strategy, public institutions should set good examples to the whole society and continue to expand and intensify green and low-carbon transformation. In order to further promote energy conservation and carbon reduction in public institutions, Jingzhou has gradually optimized their energy consumption structure in recent years, exerted rigorous control over the growth of consumption of fossil energy such as coal, oil, natural gas, and encouraged them to build “all-electric canteen” if possible. Across public institutions, there have been also efforts to promote the installation of photovoltaic panels on the roofs and ancillary facilities and guide and encourage the integration of photovoltaic projects into buildings for the popularization of new energy and renewable energy. The aim is to ensure 50% of public institutions are installable with photovoltaic panels on the roofs by 2025. Besides, there are efforts to accelerate the installation of charging infrastructure for ground parking lots of public institutions, and the aim is to ensure that 15% of them are installed with charging infrastructure by 2025.

Energy conservation is important for any government department, company, or public institution to reduce energy consumption and curtail administrative costs. It was learned that, in the example of electricity consumption across public institutions in 2022 (313.8816 million kWh), if we can fulfill the annual target by saving 3% of energy, there will be a decrease of RMB6.6 million in electricity bills alone. In April this year, the Jingzhou Service Center for Government Affairs signed a development cooperation agreement with State Grid Hubei Comprehensive Energy Service Co., Ltd. and State Grid Jingzhou Power Supply Company of State Grid Hubei Electric Power Co., Ltd. These three sides will jointly promote the building of a demonstration city for green, low-carbon, circular and sustainable development as well as a "double-carbon" demonstration city for city-level energy reduction services in Hubei Province. At present, the pilot project in the Jingzhou Service Center for Government Affairs has commenced, and its aim is to complete the construction of a comprehensive digital energy consumption platform by the end of July this year.

In addition to the above, Jingzhou has also revved up efforts to incorporate 79 public institutions directly under the CPC Jingzhou Municipal Committee into energy trusteeship contracting, monitor electricity consumption and some other behaviors of public institutions in real time, and finally established an integrated network for energy consumption monitoring in Jingzhou.

Next, Jingzhou will steadily promote the launch of pilot distributed photovoltaic projects, install distributed photovoltaic panels on the roofs across government agencies, schools, hospitals, and some other public institutions, and create a comprehensive demonstration city for new electricity systems. Moreover, there will be vigorous efforts across public institutions in the city to construct electric charging piles and provide charging and battery swapping services.
