Jingzhou Earns Incentives of RMB 18 Million from Central and Provincial Governments for Its Most Contribution to Employment Support in Hubei

Recently, the People’s Government of Hubei inspected how employment support was carried out across the province in 2022. It was found that Jingzhou’s contribution to employment support was second only to Wuhan, topping all other cities (prefectures) in Hubei Province. For its outstanding contrition, it received an incentive of RMB18 million from the central and provincial governments.

Recently, the Department of Human Resources and Social Security of Hubei Province has made statistical analysis of the following six indicators, including the number of newly employed people in urban areas, the number of graduates staying for employment in Jingzhou from the “Talent in Jingzhou” program, the number reemployed people in urban areas, the number of employed people with employment hardships, the number of people returning to hometown for entrepreneurship, and the number of people lifted out of poverty who left home for employment in 2022. Based on this, the contribution value of each city/prefecture to the province’s employment support was calculated.

In 2022, under the unified deployment of the CPC Jingzhou Municipal Committee and the People’s Government of Jingzhou and the strong support of the Department of Human Resources and Social Security of Hubei Province, Jingzhou Municipal Bureau of Human Resources and Social Security leveraged the opportunity of campaign "visit, help, and support people at the grassroots level" for fuller and higher quality employment. With a focus on people's livelihood and urban development, the campaign aimed to expand and intensify employment and entrepreneurship support, conscientiously implement various employment and entrepreneurship policies, strive for comprehensive progress in various tasks, and foster well-reputed positions. Its practice was approved and acclaimed by the General Office of the State Council, and the city ranked first in the comprehensive employment indicator assessment of Hubei Province.

Since the beginning of this year, Jingzhou Municipal Bureau of Human Resources and Social Security continued to ensure “top priorities” to protecting people's livelihood and well-beings and fully cater to corporate manpower needs in accordance with the city’s overall approach to and requirements for employment support and with a focus on higher employment rate and employment quality. The “Spring Breeze Campaign” with the theme of “Employment Support for Needy People and People Returning to Hometown” was launched. During the campaign, there were 346 recruitment activities that provided more than 60,000 jobs, and 23,000 people that intended to accept offers. This laid a solid foundation for an employment boom in the first quarter of the year; effectively guarantee employment and entrepreneurship support for key groups. Moreover, the spring employment support campaigns for migrant workers, the employment support campaign for unemployed college graduates who have left school, and the employment support campaign for retired fishermen were launched. These campaigns effectively guaranteed employment and entrepreneurship for key groups. There were 81,400 people finding local employment, up by 53,400 (5.59%) from the same period last year; and follow-up policies for steady economic development were implemented with rigor.

Based on its actual conditions, Jingzhou released follow-up policies for employment and entrepreneurship support. These policies clarified requirements and standards, application materials, and application procedures, thus ensuring the implementation of policies and measures released by central and provincial governments in Jingzhou. The city also revved up efforts to foster well-reputed positions. Its method was to combine well-reputed positions with industrial planning in Jingzhou and the efforts to guide the inflow of funds and encourage talented individuals to start a business in their hometown, fully leverage the cluster effect and promote the industrialization of well-reputed positions. Moreover, the city built a training base for well-reputed positions to make these positions more renowned, and continued to strengthen vocational training. Seven-pronged employment skill, job skill and entrepreneurship training was extensively carried out, beginning with the efforts to integrate training resources, standardize training providers, broaden training specialties, and strengthen the teaching skills of trainers. Besides, Jingzhou was the first in the province to promulgate management measures for the identification of designated training institutions to effectively improve training. Up to now, all key employment indicators, such as the number of newly employed people in urban areas, the number of graduates staying for employment in Jingzhou from the "Talent in Jingzhou" program, the number reemployed people in urban areas, the number of employed people with employment hardships, the number of people returning to hometown for entrepreneurship, and the number of people lifted out of poverty who left home for employment, have met preset criteria.
