Recently, Jingzhou released the “Nine Campaign” Work Plan for Reform and Innovation to Create an Outstanding Environment across the Province with the Central Task of Cost Control. Its primary goal was to make greater efforts to enhance the sense of fulfillment and cater to market entities and the public. Based on the establishment of a service-oriented government and a digital government, there were efforts to steadily advance the Nine Campaigns to consolidate achievements in creating an outstanding business environment and building a role model city, develop Jingzhou into a city famous for business environment in China, and support the establishment of a demonstration zone for the high-quality development of the Jianghan Plain in Jingzhou.

The nine campaigns included the campaign to develop Jingzhou into a credit demonstration city to improve the level of “Credit Jingzhou”; the campaign to enhance market supervision to standardize market competition; the “efficient handling of affairs” campaign to improve the efficiency of government services; the reform and expansion campaign for project approval to expedite the progress of investment projects; the campaign to open up the economy, and enhance internal and external support; the campaign to increase the efficiency of the rule of law to fully enhance the protection of legitimate rights and interests; the campaign to enable inclusive innovation, improve standards and increase efficiency to fully improve public services; the campaign to help enterprises achieve lower costs and higher efficiency to fully enhance innovation and entrepreneurship; the campaign for a better cultural environment to fully improve the performance and efficiency of contributing companies.

There were 35 items involved in these nine campaigns. In order to ensure that measures for reform and innovation are put into action, Jingzhou will create a better business environment, advance the “top leader” project for the business environment, remain committed to overall planning, county-city interaction, and top-town scheduling, push for innovation in the working mechanism, enhance digital support, reinforce monitoring of indicators for business environment, make targeted use of department reviews, inspection, red and yellow cards, reviews of government services, satisfaction surveys, among other means, to keep improving the business environment.
